Alan Cullen presented a paper "Costing water cycle infrastructure for sustainable investment" at the 32nd Hydrology and Water Resources Symposium 2009 (the international conference for professionals in water infrastructure). The theme of the paper was that current economic and financial methodologies used to evaluate water infrastructure projects principally directed at "least cost" planning were both inadequate and misleading. He recommended a change to value based integrated methodologies and a wider range of choice involving distributed systems and more private sector participation.
